Ice dam prevention works only if it is done before the first freeze, and in Western Pennsylvania that means September and October. Ice dams form when heat leaking from your house melts snow on the upper roof and the water refreezes at the cold eave, so the real fixes are attic insulation, air sealing, balanced ventilation, ice and water shield under the shingles, and clean gutters, all of which have to be in place before snow arrives, not after water is already coming through the ceiling.

How do ice dams actually form?
Picture a roof in Irwin in late January with six inches of snow on it. The attic below is at 50 degrees because warm air is leaking up through can lights, the attic hatch, plumbing chases, and thin insulation. That heat warms the roof deck, and the snow directly above the living space melts from the bottom. The meltwater runs downhill under the snow until it reaches the eave, the last two or three feet of roof that hang past the exterior wall. There is no heated house under the eave, so it stays at outdoor temperature. The water freezes. Do that for a week and you have a ridge of ice several inches thick sitting on the edge of the roof.
Now the next melt has nowhere to go. It pools behind the dam, backs up under the shingles, and finds the nail holes. That is when you see the stained ceiling, the wet insulation, the drip in the bedroom window frame. Shingles are designed to shed water running downhill. They were never designed to hold a pond.
Our freeze thaw climate makes it worse. Pittsburgh winters swing above and below freezing constantly, and every cycle adds to the dam. Homes in Norwin, North Huntingdon, Murrysville, and Monroeville see this every year, and the older the house, the more likely the attic is underinsulated and leaky.
Why is the roof not the real problem?
Most homeowners call a roofer when an ice dam leaks, and that is fair, but the roof is the last link in the chain. The ice dam is a symptom of uneven roof temperature. If your entire roof stayed at the same temperature as the outside air, snow would melt evenly on sunny days and drain, and there would be no dam. The goal of every prevention step is to make the roof cold from ridge to eave.
In our Westmoreland County jobs, about four out of five ice dam calls trace back to attic air leaks and thin insulation, not to a roofing defect. Fixing the attic fixes the roof.
What actually prevents ice dams?
Air sealing the attic floor
Before you add insulation, seal the holes. Every recessed light, bathroom fan, plumbing vent, chimney chase, top plate gap, and attic hatch is a chimney for warm air. Foam, caulk, and a gasketed hatch cover close them. This is the least glamorous step and the most effective per dollar.
Adding attic insulation
Western Pennsylvania is in climate zone 5, and the Department of Energy recommends attic insulation in the R49 to R60 range for homes here. You can read the guidance on the Department of Energy insulation page. Most older homes in Greensburg or Irwin have R19 or less. Blown cellulose or fiberglass on top of what is there, after air sealing, brings the attic floor up to spec and keeps heat where you paid for it.
Balancing ventilation
Insulation keeps heat out of the attic. Ventilation removes whatever gets through. Soffit vents pull cold air in at the eave, a ridge vent lets warm air out at the peak, and the flow keeps the deck close to outdoor temperature. Baffles at the eave keep the new insulation from blocking the soffit intake. If your soffits are painted shut or the ridge has no vent, the attic stays warm no matter how much insulation you add. Ice and water shield
This is the roofer’s part. Ice and water shield is a self sealing rubberized membrane installed under the shingles along the eaves, in the valleys, and around penetrations. Pennsylvania code calls for it to extend at least 24 inches inside the exterior wall line, and on low slope roofs we run it further. It does not stop a dam from forming, but it stops the backed up water from reaching the deck. It can only be installed when the roof is open, which is why it is part of every roof replacement we do and cannot be added in January.
Clean gutters and gutter guards
Gutters do not cause ice dams, but a gutter packed with October leaves freezes solid and gives the dam a foundation to build on. Heavy fall leaf drop in our area means gutters clog fast between mid October and Thanksgiving. Clean them after the leaves are down, or install gutter guards so they stay clear all winter. Properly pitched seamless gutters also drain faster so less water sits at the edge.

Heat cables deserve a note. They melt channels through the ice so water can escape, and they can save a bad situation, but they use electricity all winter and do nothing about the heat loss that caused the dam. Think of them as a bandage, not a fix.
Why does all of this have to happen before the first freeze?
Three reasons. Sealants and foams need temperatures above 40 degrees to cure properly, and blowing insulation into a frozen attic is miserable and slow. Roofing work, including ice and water shield, needs dry weather and a warm deck so the shingles seal. And once a dam has formed, nothing on this list can be done safely on a roof covered in ice.
